[Graphic images] SPCA posts photos showing neglected dogs eating others’ carcasses at Kam Tin kennel

The Society for the Prevention of Cruelty to Animals (SPCA) in Hong Kong posted photos to their Facebook page showing horrifying conditions at the Ng Ka Tsuen Dog Shelter in Kam Tin. The photos were taken in Feb. 2014, when the owner, Li Pui-seung, allegedly left the dogs in the care of a volunteer who failed to actually turn up. The poor animals were without food or water for a week, and resorted to eating dead dogs to survive. 

The SPCA says this dog died while trying to escape

Li was sentenced to 160 hours of community service and fined HKD1,000 for keeping dogs without licenses and for three counts of animal cruelty.

In their Facebook post, the SPCA said that they were showing these images to spread awareness on poorly operated animal shelters in Hong Kong. 

SPCA representative Rebecca Ngan says that the shelter, which has roughly between 70 and 100 dogs, is still in operation and has since “upgraded” its facilities, resulting in “acceptable” conditions.

The SPCA says part of the problem lies in the fact that anyone in Hong Kong can run a “dog shelter” without any government regulation or oversight, and that animal desexing remains the key long-term solution.
