Mr. Cardwell was the former CEO of Powell Valley Healthcare in Wyoming. He managed to evade arrest while living with his Thai girlfriend in the Hua Hin area. He was indicted for money laundering and defrauding the hospital he worked for. After posting bail, he escaped to Thailand using a fake passport with a photo that resembled his own.
