Bangkok Governor Sukhumbhand Paribatra just made an announcement about the flooding situation in the capital on his Facebook page. The text is here:
M.R. Sukhumbhand Paribatra, the Governor of Bangkok, said that this morning the Prime Minister had visited the operation room on the drainage system of the Drainage and Sewerage Department upon which the Prime Minister expressed her thanks and appreciation to BMA and those concerned officials in improving the situation of the inundation in Bangkok. The Prime Minister stressed that the Government will closely work with BMA in devising a long term plan for water management. The Governor has requested the Prime Minister to seek ways of dealing with opposing mass of local people since the control of the mass and the protection of further damages to any sluice gates and water barrier would alleviate the inundation in the areas of Bangkok. The Governor firmly believes that certain areas of Bangkok which are still free from flooding have good chances to be saved. If the government was successful in deterring the influx into Bangkok the chance that total areas of Bangkok to be inundated would be diminished.
The Governor reported that the velocity of water at the Chao Phraya Dam is at 3,107 cu. m. / sec with a decrease of 22 cu. m./sec. The level of water at Bang Sai is at 3.99 m. at the Mean Sea Level showing a decrease of 2 cm., meanwhile that of the Chao Phraya River measured at Pak Khlong Talad is at 2.32 m. at the Mean Sea Level. The Hydrographic Department of the Royal Thai Navy expects the high tide would be at 2.39 pm. The levels of water at the Lower Khlong Hok Wa and at the sluice gate of Khlong Song show a lesser level of 1 cm. However, the level at the sluice gate of Tawee Watana increases for 1 cm.
The overflow on several canals have been reported i.e., Khlong Prem Prachakorn, Khlong Bang Khen on the segment of Vibhavadi Road, Khlong Bang Sue on the segment of Phahol Yothin Road, Khlong Lad Prao in the segment of Wat Lad Prao and Soi Sena Nikom. On the Thonburi side the following canals also have overflow, namely, Khlong Maha Sawat, Khlong Bang Prom on the segments of Khlong Chak Pra, Kanjana Pisek Road and Buddha Monthon 3 Road, Khlong Bang Chueak Nang on the segment of Buddha Monthon 2 Road, Khlong Bang Waek on the segments of Khlong Tawee Watana and Buddha Monthon 1 Road, and Khlong Bang Chak on the segment of Buddha Monthon 2 Road. In overall the levels of flooding in practically most areas have been increasing with the exception of the areas of Bang Plad where the flooding has fortunately been receding.
Moreover, BMA had declared the areas of Lad Yao Sub-District, Sena Nikon Sub-District and Chandra Kasem Sub-District of the Chatuchak District particularly the areas along the western side of the Khlong Prem Prachakorn for the length of 100 meters and the areas along the Khlong next to the railroad track for the length of 100 meters to be the area requiring an evacuation. The Nong Kang Plu Sub-District of Nong Khaem District has also been designated as the area requiring evacuation. In addition BMA has issued an announcement to those residing in the areas of Nong Khaem Sub-District of Nong Khaem District to take extra precaution of the flooding situation and to move their valuable belongings to higher ground and also be prepared to evacuate the underage, sick people and elderly in the case that an announcement for the evacuation is issued.
The Governor referred to the problem of uncollected garbage in the inundated areas and reported that BMA has finished the modification and adjustment of its 63 garbage trucks and will continue the modification on all the trucks so that they can be operated in the flooded areas. Moreover, the mission would be incorporated by boats delivered by several provinces. BMA has ordered the cohort of its mechanics to work all around 24 hours so that modified trucks would be put to use as soon as possible. The Governor set an ultimatum that the remaining garbage of all inundated must be collected within 3 days.
