School’s back, so we make a trip to Manila’s University of Santo Tomas in search of the best carinderia eateries in the area. We end up at Mang Tootz Food House on Padre Noval Street for Bicol express, chicken kebab and its famous ‘banana rhum-a,’ a dessert made of deep-fried thinly sliced bananas wrapped in a spring roll wrapper.
