Why are so many minors able to get hold of guns?

“At around 4pm on Sun, Sep 6, a group led by a 15-year-old boy had an argument with the group led by ‘Menard’ as they were playing basketball on Hito street in Barangay Longos, Malabon City,” reports Rey Galupo in The Philippine Star.

Chief Inspector Rey Medina, Malabon police investigation chief, said the 15-year-old boy was beaten up by Menard and his group, who then left for a few moments. When Menard and a companion returned a few minutes later, they were armed with a homemade shotgun and a caliber .38 revolver. They started firing into the air.

Unfortinately, Nestle Badato, 25, a resident the area who was resting on the third floor of their house, was hit in the stomach by a stray bullet. He was rushed to the Tondo Medical Center. Badato is still at the hospital.

Police have launched a manhunt for the two suspects.
